We invite comments on the proposed minimum price of 50 pence per unit which is set out in the draft Scottish Statutory Instrument at Annex A .
Angus ADP gives support to the proposal of introducing a minimum price of 50 pence per unit and we support the views of our Alcohol Focus Scotland colleagues as stated within their own consultation response. There is a significant international evidence base regarding the potential impact of minimum unit pricing on public and personal health, indicating that this measure will result in a reduction in consumption, alcohol related hospital admissions, deaths, health inequalities and social harms. The introduction of a 50 pence per unit minimum price seems proportionate at the present time in terms of “striking a balance between public health and social benefits and intervention in the market” (Scottish Government, 2012). We would hope that there is the capacity to review the rate set for minimum unit pricing built into the framework for implementation to ensure that it has the ability to increase in line with inflation or equivalent appropriate economic parameter in order to maintain maximum effectiveness of the policy.
