We invite comments on the proposed minimum price of 50 pence per unit which is set out in the draft Scottish Statutory Instrument at Annex A .
I firmly believe that the mandatory introduction of the minimum price of 50 pence per unit should remain at 50 pence and certainly not be increased either now or at any time in the future. All of the media coverage and the consultation document are showing examples of how much of an increase in price there will be for certain products at 50 pence per unit of alcohol. This will certainly cause / has caused concern to the moderate drinkers of alcohol such as pensioners on a tight budget and other families on low income as the claim is that this will not affect persons in this category, but the figures do not add up and it will affect them and cost them more money. It has also been suggested by different sources that there may be an increase to the minimum price per unit. If this is not on the 1st May 2018, it would be around the corner soon after. This in my opinion would not only be very unnecessary, but also a highly unpopular move with the majority of persons who are classed as moderate drinkers. (People will then be denied the opportunity to submit responses in respect of a further increase in MUP unless a further consultation is set up.) There is nothing to say what will happen to any additional revenue gained by retailers with the increased prices, will this be absorbed in to their profits similar to the plastic carrier bag 5 pence charge ? Surely any additional profit should be put towards such programmes as Alcohol and Drug partnerships or the NHS. How will the shortfall of taxation on alcohol such as VAT be made up if there is a reduction in alcohol sales ? How are the Scottish Government going to control the sale of alcohol from the internet whereupon alcohol can be purchased online and dispatched from companies in England and abroad which are not subject to MUP ? I hope that the introduction of the minimum price of 50 pence (or more!) per unit does not affect the business of responsible retailers causing closures of shops and creating more unemployment. I further hope that there is not an increase in crime (specifically theft of alcohol and assaults on staff) whereupon persons on low income cannot afford to purchase alcohol and resort to criminal activity. Prior to the submission of this response, I have read various articles including the Government consultation document, articles from the trade and other media outlets. My response is a balanced response taking in to account all that I have read.
