South Lanarkshire ADP welcomes the opportunity to respond to the Scottish Government’s consultation on the draft regulations for the minimum unit pricing of alcohol. South Lanarkshire Alcohol and Drug Partnership work across South Lanarkshire improve the health and well-being of everyone affected by alcohol and drugs in South Lanarkshire. We co-ordinate alcohol and drug related services and one of our key aims is 'Promoting the development of a recovery orientated system of care and reducing the adverse impact of alcohol and drug related harms within our communities' whilst also aiming to ensure a focus on prevention and early interventions which safeguard the interests of children and young people affected by substance misuse There is a huge evidence base that increasing the price of alcohol is one of the most effective and cost-effective policy measures to reduce alcohol consumption and harm, as recognised by the World Health Organization. Through the forthcoming refresh of the alcohol strategy, the Scottish Government should aim to build on their reputation as world leaders in public health policy by taking further preventative action to tackle alcohol harm. South Lanarkshire ADP welcomes the policy on minimum unit pricing of alcohol regulations, and looks forward to its implementation of the policy . We also emphasise that this policy should start with a 50p per unit minimum price but equally recognise the need for this to be reviewed to ensure the minimum price per unit has to be set and remain at a level that is proportionate, effective and pricing is relevant to the market and inflation costs. Finally, welcome the independent evaluation that is to be undertaken by NHS Health Scotland, under the Monitoring and Evaluating Scotland’s Alcohol Strategy (MESAS) programme and hope to build on evidence and show the effectiveness of the pricing policy.
