I am uncertain . Some people do not want to participate they are happy directing their lives in ways that suit them. Sometimes the standards do not reflect Individual support arrangements where people live in their own homes they are more geared to Care Home settings

Will the standards follow the REACH steps and utilise the headings in Talking Points. Both place the person at the centre of the enquiry . Given the emphasis of being more in control of the support people require being at the heart of SDs ; it would be valuable. The other consideration is that the Standards are very biased to paid support where as SDS emphasises the need for the utilisation of budgets to be creative and not focussed on paid support alone.

Thy would be more empowering if they are written as statements of rights. It is important however that these rights are the same as any other person ( citizen)

Meaningful - based on what people using support have said is important to them.

This is virtually impossible as people will make their own choices, and will not necessarily see the importance of meeting such standards. Having said that through widely advertising what is good practice, what makes a quality service emphasising the standards may allow people to demand the same from their staff.

Staff training and limited budgets to meet these costs with the Local Authority funding cuts. People employing their own staff will not have the same criteria / rigorous demands placed on them which could make them more vulnerable

Please tell us anything else about the NCS.
It is imperative the scoring for meeting these standards is equitable. Comments saying " I never award 6" is unhelpful and threatening, when the grades achieved are so important in tenders etc. The scoring system should be transparent and shared with stakeholders.
