Whilst I agree with the aims, my concern is that the actions proposed really aren't significantly different from the current situation where ill-qualified, self-serving individuals are in positions of power over spending in areas of culture. The intention to "develop alliances" implies that the undemocratic, self-serving organisations that exist to supposedly promote culture, but are largely responsible for stifling cultural innovation, are likely to prosper further. I'd prefer to see a much more fundamental review of bodies funded through the public purse are organised and run.

The section about "Exploring ways in which people can have a greater say in shaping the cultural life of their communities" is the crux of the matter. In my area (Shetland), the public bodies responsible for culture (shetland Arts Development Agency and Shetland Amenity Trust) are funded partly through direct government grant (Creative Scotland) and partly through Shetland Charitable Trust. The trusts themselves are completely unaccountable to the public. The boards of all the trusts are self-appointing, with absolutely no public input into their membership or resulting actions. This has led to endemic self-serving corruption and massive waste of public funds.

Whilst I applaud the sentiments, nothing will improve until a fundamental review of public accountability in bodies receiving public funds is undertaken. There is a fundamental problem with self-serving corruption in these bodies funded from the public purse, and until this is addressed, you'll just be throwing yet more money at people who are motivated only by self-interest and have absolutely no concern for culture.

It's difficult to provide examples of good work in Scotland at least, because I see very few examples. It's very easy to provide examples of bad practice, but that's not the question.

As an individual with over 30 years experience in the creative industries, I have largely given up on any attempt to support those bodies responsible for culture in my area. I'm not permitted any influence over their actions because of a complete lack of democratic accountability, so until this changes, I can't do anything.

What do you think success for the strategy will look like?
The removal of self-serving, ill-qualified empires is a fundamental requirement of success. I firmly believe that Shetland Arts Development Agency should be immediately disbanded and funding of the arts in Shetland should return to Creative Scotland directly. At least that way it's more likely to be handled by people who actually know something about the arts. Similarly, I believe that Shetland Amenity Trust has a fundamental problem with governance, as does its main funding body (Shetland Charitable Trust). Until there is full democratic control of the local funding in Shetland, any attempt to transform culture is guaranteed to fail.

My concern about this approach is that it seems no different from the current arrangements, which are abused widely. There seems to be a fundamental regard for footfall numbers, without any real assessment of the true value of projects beyond the attendance. Footfall numbers are easily manipulated to provide a favourable result, and don't give any real measure of success. Approaching this more from the angle of impact and true results is absolutely necessary.

As I've previously stated, I believe that there's a serious problem in the cultural sector in Scotland where it has become filled with individuals who are ill-qualified and self-serving. Any strategy to transform the cultural sector needs a fundamental review of how bodies receiving public funding are staffed, operated and most importantly, governed. If there's no democratic input into this at a local level, the same ill-qualified, self-serving individuals will remain and nothing will change.

The only proposal in this impact assessment is to publish a strategy. I'm not convinced this is enough. The section on Enforcement, Sanctions and Monitoring is too vague to have any real significance. There's nothing about real democratic accountability at a local level, which I believe is an absolute requirement.
