I applaud the vision statement as a strong endorsement of the idea that culture is fundamental, even synonymous, with civilisation. The emphasis on inclusivity and diversity is welcome as is the ambition for its transformative power.

The emphasis on poorer communities is very important. We need to install a greater sense of responsibility toward the poorest communities among the whole of Scottish society.

I would like to see an expansion on the statement 'In terms of overall budget, culture is allocated relatively small amounts, yet it achieves much for many' What percentage of total public expenditure is devoted to spending on culture ? How much money does the private sector contribute to cultural life in Scotland ? How do these figures compare with our European neighbours ?

I particularly welcome the aims to improve the security of freelance workers and to improve support for international working. I would like to see more practical examples of how these can be achieved, along with possible examples for new funding models.

Delivering A Culture Strategy for Scotland

I am the artistic director of Dogstar Theatre Company. In the last few years, we have undertaken very successful co-producing partnerships with excellent theatre companies from Denmark and Sweden. These partnerships were developed over a long period, with a number of smaller collaborations taking place earlier. These relationships will continue. Dogstar tours new plays throughout Scotland and internationally, to city centre theatres and remote village halls, to international and domestic festivals, continuing the kind of work pioneered in the 1970s by a number of small-scale theatre companies, most famously 7:84. Dogstar prides itself in giving expression to writers from the north of Scotland and elsewhere, on providing exciting and provocative cultural experiences in communities across the country and giving many talented artists work opportunities. I think there are aspects of what we do which could be considered exemplary !

We can endorse the strategy through our communications platforms. We can tour our work to any community in Scotland. We can provide employment opportunities for arts workers at any stage in their careers. We carry out education programmes to accompany our productions in partnership with Eden Court Theatre and schools in Highland and Moray, involving many young people. Our public funding goes back into the economy in a number of ways.

14. What do you think success for the strategy will look like?

What do you think success for the strategy will look like?
I think the strategy is a step forward. It recognises and builds on attitudes and actions which already exist among many people in Scotland, both in the professional culture sector and the wider public. While the strategy points to shifts in the way resources are managed to ensure the greatest impact for the population as a whole and in particular for poorer communities, for the strategy to succeed, it seems to me that there needs to be a greater financial commitment to culture from government and the private sector. Having worked extensively in Scandinavia, I would like to see Scotland aspiring to equal or even exceed the level of support for arts and culture which exists in these countries. I remember around 15 years ago Equity, the actors' union campaigned for 1% for the arts, that is, 1% of public expenditure. This was roughly the figure for several Western European countries at the time, while the UK's figure was 0.6%. I can't imagine the UK figure has risen, but imagine the transformative change such a rise could lead to !

I would like to see more emphasis or mention of the responsibilities of the private sector. I recognise that working with business to realise the strategy is stated several times, but I think it might be helpful for private sector leaders in particular to perhaps be able to read about examples of good practice from within and without Scotland. I applaud the strong acknowledgement of the importance of culture for the economy and for well-being, and for the strategy's emphasis on poor communities, geographical inclusion, diversity and young people. I would hope that your consultation provides you with the impetus to provide more examples of how aims and ambitions might be achieved. While there are many fine principles expressed in the draft, I think it will become more accessible and real to readers through the provision of more concrete examples. I certainly think this is an excellent document, so very well done to all concerned !
