2. . What do you use the SHS for? We are particularly interested in how analysis of SHS data is used for informing, monitoring and evaluating policy and practice decisions, including examples of where analysis has influenced decision making. Please be as specific as possible in your answers.

Please explain
We principally use the Scottish House Condition Survey part of the SHS, in order to assess current information on fuel poverty, building fabric and energy efficiency. We have used this data in a number of our energy efficiency/ fuel poverty research projects and the underlying SHCS data has previously been used to produce a fuel poverty map of Scotland. The fuel poverty map has been used particularly by local government for directing energy efficiency and fuel poverty programmes towards areas most in need.

Section B - Views on options for 2017

4.. What would be the impact of SHS option A for your organisation’s use of the SHS? Please distinguish between the different topics you use when answering.

Please explain
Since a number of social research questions would only be asked biennially, Option A would likely restrict the frequency of available data in areas of interest to Changeworks. This would include the following topic questions (amongst others): • SHCS – Household energy efficiency measures and renewables • Accommodation - Including housing aspirations • Environment – Climate change Having data available every two years instead of annually would therefore restrict our ability to analyse and identify trends in Scottish households. As a result, we would be less likely as an organisation to use the SHS for our social research.

5.. What would be the impact of SHS option B for your organisation’s use of the SHS? Please distinguish between the different topics you use when answering.

Please explain
Option B would impact minimally on our use of the SHS as all the topics we currently use would still be available annually. Although the local authority data would change to a two year rolling average, which would make identifying year-on-year changes more challenging, we would still have a wide range of annual information available to carry out our research.

What is the reason for your option preference?
Since data is available annually for Option B, with a two-year rolling average for local authority data, this would impact less on our activity than Option A. Having data available annually and retaining the breadth of questions currently in the SHS will give us more opportunity to carry out our research as normal.

7.. Under option A (biennial) half of the topics would be asked in 2017 (odd year) and half in 2018 (even year) (assuming this is the model adopted for 2018-2021). Do you have any views on what topics should be asked in 2017 and 2018?

We have no views on what topics should be asked in 2017 and 2018.

8.. Under option B (reduction in sample size), a small reduction in full sample topic coverage of around 4 minutes (around 7% of questions) is necessary to maintain current ‘one third sample questions’ at around their present sample size. How should this be achieved?

What is the reason for your preference?
It is more beneficial to our research to have a high frequency of data available, as this allows us to analyse trends in Scottish characteristics and therefore provide insight into progress (or lack of) in certain social/energy efficiency characteristics. Therefore having two year rolling averages available every year will give us more opportunity to carry out such research.

11.. Looking ahead to 2018-2021 , the Scottish Government may need to make further reductions to the SHS. If this is necessary, would you prefer any further changes to the SHS to be based on:

It is beneficial to our research to continue to have all the available topics currently covered by the SHS on an annual basis.

12.. What would be the impact on the work of your organisation if there were to be a further:

i. Reduction in the overall SHS sample size: This would have a minimal impact on our work but would slightly lessen our confidence in the dataset due to a reduced sample size. ii. Reduction in the frequency of SHS data collection: This would have a high impact on our work as this would prevent us from identifying trends year-on-year. iii. Reduction in SHS topic coverage: This would potentially have a high impact on our work if one of the topics of interest to Changeworks were to be cut.
