It should include the participation of professional bodies in the teaching process. These professional bodies could be: RIAS, The Institute of Civil Engineering, etc. "The professionals in the classroom " could become an important STEM support mechanism. This could be delivered as a reversed CPD process by which the professionals involved could gain CPD points from their professional bodies.

What else should Government do to ensure a more coherent approach and maximise impact?
Implement an "introduction to sciences" programme at nursery level - see some European models. Make the teaching of sciences FUN. Issue guidelines for parents in relation to supporting STEM related teaching: the expression "I was never good at maths (or any other science)" needs to be avoided. The teaching of sciences and philosophy should be linked. Help young people with identifying the true life values. Induce an understanding of the link between sciences, reality and quality of life.
