Overview

Scottish Government have reviewed the fees for seed testing, seed certification and associated seed functions. The findings have been documented in this consultation paper, and the changes to fees inserted into the relevant schedules and BRIA, also included.

The purpose of this consultation is to seek comments from individuals / companies on the proposal to increase all certification and associated fees by CPI 3.0%, with the exception of seed testing fees, which will rise by 8%, and a decrease of 5% for those applications submitted by My SEEDS. The change of fees is proposed to come into force on 1 July 2018. 

Why your views matter

On an annual basis the Scottish Government are responsible for reviewing the services they provide for seed testing, seed certification and associated seed and reporting back to Scottish Ministers if the fees being charged achieve full cost recovery. This document provides the findings of that review and a proposal to amend fees to ensure that as per the Scottish Government Guidelines, full cost recovery is being made.

What happens next

After the consultation has closed, we will analyse the responses received and these
will inform the decision making process for how the Plant Health, Horticulture, Seeds and Potato Policy Branch will operate. Where respondents have given permission for their response to be made public, we will publish an analysis of them along with a scanned copy of the response(s).
