Overview

On 10 November 2021, the Scottish Government published a draft Hydrogen Action Plan that articulates the actions that will be taken over the next five years to support the development of the hydrogen economy in Scotland which will further our efforts to reduce greenhouse gas emissions from Scotland’s energy system, homes, industry and transport, while ensuring a just transition.

The Environmental Report and and Partial Business and Regulatory Impact Assessment that accompany the Draft Hydrogen Action Plan consider the likely environmental and business and regulatory effects of the Draft Hydrogen Action Plan and compare these against its viable alternatives.

Why your views matter

The draft Hydrogen Action Plan aims to ensure that we take the action needed over the next five years, working in partnership with others, to ensure Scotland is in the best possible position to achieve our ambition of 5GW of hydrogen capacity by 2030. The actions are designed to set Scotland on the pathway to becoming a leading nation by 2045 in the production of reliable, competitive, sustainable hydrogen and to secure Scotland’s future as a centre of international excellence as we establish the innovation, skills and supply chain that will underpin our energy transition.

We are seeking views on the Draft Hydrogen Action Plan and the accompanying Strategic Environmental Assessment and Partial Business and Regulatory Impact Assessment. Responses are invited by 26th January 2022.

What happens next

Following the consultation we will analyse the responses received alongside any other available evidence and set out the Scottish Government's response. A summary report of the consultation exercise and a response outlining the way ahead will be made available on the Scottish Government website.

The feedback provided through this consultation will inform the final version of the Hydrogen Action Plan which we will seek to publish later in the year.
