The Scottish Government does not think that the proposals in the consultation will have potentially negative impacts for equality groups. However, we welcome your comments on the impact of the proposals on particular groups of people in respect of their age, disability, gender reassignment, race, religion, sex or sexual orientation, being pregnant or on maternity leave and children's rights and wellbeing.

Your views on the impact of these proposals will be used to inform the final equality impact assessment that will be prepared in support of any changes required to the building standards legislative framework.

Business and regulatory impact assessment

To help us determine the impact of the policies proposed in the consultation, we are interested to find out if these proposals would lead to increased costs and/or impact on resources for you or your business (if applicable).

Islands communities impact assessment

The Islands (Scotland) Act 2018 places a duty on the Scottish Ministers and other relevant authorities, including a number of public authorities, to have regard to island communities in exercising their functions, and for the Scottish Ministers this will also include the development of legislation. This duty is often referred to as ‘island-proofing’. The principle of island-proofing is one of building a broad-based islands awareness into the decision making process of all parts of the public sector.

Any comments received below will be used to inform the impact assessment which would be prepared in support of any new or amended building regulations.

Proposed delivery programme

The proposed programme to deliver the current fire safety standards review and the commitment on recommendations from the Cameron house inquiry will see amended regulations, standards and guidance come into force in early 2026 with dissemination events in winter 2025/early 2026.
