For your views and comments on a draft Fire and Rescue Framework for Scotland 2022 (“The Framework”), which is a statutory document (under the Fire (Scotland) Act 2005 as amended by the Police and Fire Reform (Scotland) Act 2012), outlining Scottish Ministers’ expectations of, and setting 7 strategic priorities for, the Scottish Fire and Rescue Service (SFRS) over the next few years.
We received 48 responses, the majority of which were broadly supportive of the 7 strategic priorities and the text of the document. A range of constructive comments were submitted on both the strategic priorities and the text of the Framework.
A consultation analysis report has been published on the Scottish Government website (http://www.gov.scot/ISBN/9781804351017). Having carefully considered all views expressed in the consultation responses, we made a number of amendments to the Fire and Rescue Framework for Scotland 2022, which was published on 29 March (http://www.gov.scot/ISBN/9781804351024). These amendments include revision to the narrative within every section apart from the narrative within the strategic priority on climate change.

It is a requirement of Section 40 of the Fire (Scotland) Act 2005 (as amended) that Scottish Ministers prepare such a Framework document, and do so in consultation with the Scottish Fire and Rescue Service (SFRS), bodies representing SFRS staff, the Convention of Scottish Local Authorities (COSLA) and any other relevant bodies. The Framework is the statutory vehicle through which Scottish Ministers set out priorities and objectives that SFRS must have regard to in carrying out its functions. The Fire (Scotland) Act 2005 states that Scottish Ministers will keep the Framework under review, and ‘may from time to time revise it’. The consultation seeks views on the next Fire and Rescue Framework for Scotland.
To seek important stakeholder views on the draft Fire and Rescue Framework for Scotland, to provide you with an opportunity to influence the strategic direction of SFRS to keep our communities safe and to ultimately contribute towards the final publication of the framework.
Your response to this consultation will inform the Government’s development of the Fire and Rescue Framework for Scotland 2021. The feedback will help shape the finalised Framework which we intend to publish towards the end of this year. We will publish an analysis of responses as soon as practicable.
