What are the major risks to the project?

Please use the definitions of High/Medium/Low Level of Service on the table on page 21 of Cycling by Design.

Assume that all criteria in each box must be met to achieve that level of service. Existing Level of Service. Note that we welcome walking and wheeling applications where there is no cycling as well, however this information is sought specifically for proposals which include cycling.

Where applicable/known, what is the anticipated Level of Service after the project is implemented?
Is, or has, this been funded by Places for Everyone, National Cycle Network or another Walk Wheel Cycle Trust (formerly Sustrans) managed programme to date?
Has the project been signed off/is supported by the relevant elected members/committees?

Please tell us if the project has been approved by the relevant committee and has political sign-off. If this is still pending, please tell us when it would go to committee and if there would be political buy-in to suggest it would be approved.

Is or will your project be considered a ‘major investment project’ in line with the Scottish Public Finance Manual?

Some projects are considered as ‘major investment projects’ in the Scottish Public Finance Manual Major investment projects - Scottish Public Finance Manual - gov.scot e.g. has a total anticipated whole-life cost of £5 million + inclusive of fees and VAT (though see other circumstances in the Manual). 

If yes, have you undertaken a business case? If you have not then please consider including this within your list of deliverables. Please contact Transport Scotland if further advice on this aspect is required.

Please set out the project management and other staffing or consultancy costs that you anticipate you will need to deliver the design stage for this project.

Please note that the level of support provided by Transport Scotland will not be the same as that previously provided by Walk Wheel Cycle Trust (formerly Sustrans). Please provide details of costs, what they are for and whether these will be in house or from elsewhere.
