Animals are in our care and protection to do harm to an animal is despicable. If people start to harm animals it could go on to harming vulnerable people and children.

Definitely - it should be treated to the same degree as causing harm to a serving human. Service animals play an important part in protecting us, they should be treated with the respect that ief to their handlers etc

Definitely all animals particularly when it comes to the likes of Puppy farms.
Every person who owns a dog/cat etc should have a license to say they are capable of looking after a dog/cat

License the keeper and make so keepers have to have training in animal care before they get the license. Premises should also be inspected to insure that they are at least within minimal standard. As in an animal boarding license.
