To a degree although it should be done fairly to allow owners to breed once or twice without having to apply for permits etc

More than 3 litters a year means you are obviously doing it as a business or you aren't a responsible owner

Cats maybe higher as they are harder to control with them being out and about. Yes you should spay or neuter but some people won't have the money to do so so maybe have to look into that. There are far to many stray cats at the moment but I don't think licencing will affect them much. It will be most benifical to dogs

What human gives birth more than 6 times (baring in mind litters will be approx 6-10 pups/kittens etc)

Should be made available to everyone and no no charge. Having a charge will pop people off using it xxxxx
