I believe that discounts for groups who are underrepresented in employment are a good idea - especially if applicable to individuals who have lived experience that is relevant to the groups they may end up working with.
I think it is important to consider whether it is the individual who is responsible for pay their fee, or whether it is going to be covered by the Employer.
I feel it is more important to offer a mechanism for Employers to pay directly for Disclosure applications, as opposed to offering a discount.

I believe a discount for CEYP is good idea as they are underrepresented in Employment.
Consideration should be given to whether an individual will be paying their fee, or whether it will be covered by their employer.

I think this seems like a fair idea.
It will no doubt be a significant change, and have an impact on budgets for organisations who make significant use of Volunteers - but I do think it's fair to ask for some of the fee to be contributed to, given that the organisation ultimately benefits from volunteer labour. The cost is small compared to the benefit.
