For many in the voluntary sector working with children or vulnerable groups, the necessity of being in the PVG scheme is absolute, and this proposal will increase the overheads of QVOs doing vital work, which will be unsustainable for many organisations. Within QVOs there is often a high turnover of volunteers, leading to potentially very high increases in overheads.
