The roles that hydrogen may play in our future energy mix and the pace of hydrogen uptake is detailed well in the route map. Hydrogen plays an essential part of the energy mix required to decarbonise, cutting across many sectors particularly transport and heat. Regional Hydrogen Hubs are required to provide localised supply, from production through to the end user. It is disappointing that Map 2 – ‘Potential Locations of Regional Hydrogen Hubs’ does not include any locations within the South of Scotland. Neither Dumfries and Galloway or Scottish Borders are represented as being a potential location whilst the appetite and support to develop hydrogen across the South of Scotland is very evident and is highlighted on Map 1 – ‘Some of Scotland’s Current Hydrogen Projects’ as such, with the listing of Chapelcross. It must be stated that Dumfries and Galloway are particularly keen to further develop hydrogen production opportunities. There is a real opportunity to work with partners to support the delivery of the South of Scotland Regional Economic Strategy providing economic / green growth and community benefit to local people and working towards our net zero carbon ambitions. Our partners include South of Scotland Enterprise (SoSE) in addressing the holistic context of net zero and supporting the opportunities for development and innovation across Dumfries and Galloway and Scottish Borders regions.
We are generally supportive of the Draft Hydrogen Action Plan as presented.

The actions themes and key actions identified are supported as they address many of the requirements to facilitate the development and upscaling of production, economy, domestic markets, national supply chain and innovation which supports our transition to net zero.
3. In your view, is there any further action that we, or other key organisations (please specify), can take to maximise the positive impacts and minimise negative ones on people, communities and businesses in Scotland in support of a just transition to net zero?
