Agglomerations Noise Action Plan for Scotland
Overview
An Agglomerations Noise Action Plan is required, by The Environmental Noise (Scotland) Regulations 2006 (“the 2006 Regulations”), to be produced on a five yearly cycle, based on the results of the strategic noise maps.
The 2006 Regulations requires the Scottish Government to bring about measures which are intended to avoid, prevent, or reduce, on a prioritised area basis, the harmful effects, including annoyance due to the exposure to environmental noise.
This consultation applies to the draft Agglomerations Noise Action Plan for Scotland that covers the five agglomerations of Aberdeen, Dundee, Edinburgh, Falkirk, and Glasgow, and seeks the views of those individuals and / or organisations that hold an interest in noise pollution.

Reason for Consultation
The 2006 Regulations require, on a five yearly cycle, the Scottish Government to produce strategic noise maps and thereafter prepare an Agglomerations Noise Action Plan, based on the results of the noise mapping. This noise action plan is then consulted upon. Since the introduction of the 2006 Regulations this is Round 4. The fourth round of noise mapping took place during 2021.
What does the consultation cover?
The 2006 Regulations place responsibility on the Scottish Ministers as the competent authority to prepare and approve noise action plans for agglomerations. This consultation relates to the draft Agglomerations Noise Action Plan for Scotland that covers the five agglomerations – namely Aberdeen, Dundee, Edinburgh, Falkirk, and Glasgow. It does not cover the action planning functions relating to major transport systems out-with the agglomerations, which is the responsibility of Transport Scotland, nor does it include the noise action plans covering airports.
The 2006 Regulations define agglomerations where there are more than 100,000 inhabitants in an urbanised area with a population density equal to or greater than 500 people per km2. Also, noise exposure levels are to be mapped with agglomeration boundaries and that certain information is made available to the public.
A separate action plan will be consulted upon by Transport Scotland, who have responsibility of the planning functions for major transport systems out-with the agglomerations.
Responsible Authorities
The Scottish Government have responsibility for the delivery of noise maps. Whilst Scottish Government deliver the Agglomerations Noise Action Plan. The action planning functions relating to major transport systems out-with the agglomerations is the responsibility of Transport Scotland via the transportation working group. For airports, the airport operator is the competent authority for strategic noise maps and action plans.

An analysis report will usually be published some months after the consultation has closed. This report will summarise the findings based on all responses submitted. It will be published on the Scottish Government website and you may be notified about it if you choose to share your email address with us.
