Litter - Behaviour Change

1. Do you support the proposed action to conduct research to understand the full range of influences on littering behaviours (action 1.1)?

Please select one item
Radio button: Ticked Yes
Radio button: Unticked No
Radio button: Unticked Do not know
Please give reason(s) for your answer.
Simple if you do not know where you are going you are highly likely to land elsewhere.
It is vital due to the massive costs to get this right and put on or in all those that makes big profit ie criminals. I also believe the seriousness of the crime then fines and custodial sentenced must match as it will have an impact for generations if not. I believe the other issue is all working alone in your silo's is no good. In my opinion, they should all come together and work together as I task force that has teeth and all should be seconded to this task force who need to mean business.

2. Do you support the proposed action to develop and adopt a national anti-littering behaviour change campaign (action 2.1)?

Please select one item
Radio button: Unticked Yes
Radio button: Ticked No
Radio button: Unticked Do not know
Please give reason(s) for your answer.
No, the reason is simple the needs are different locally I think the basics should be national but then drop to locals who may have the same issues but different priority and all must have targets and performance indicators so the eye stays on the ball.

3. Which topics are a priority for behaviour change interventions?

Please indicate, which topics if any, you think we should prioritise for behaviour change interventions
one that does the most damage to the environment and causes the most damage and is the most expensive. I do not have them here but sure you can get them Asbestos dumping must be number one and dumping chemicals in the river etc may be one as well so not sure

4. Is there a need to develop a standard definition of litter that can be used across Scotland?

Please select one item
Radio button: Ticked Yes
Radio button: Unticked No
Radio button: Unticked Do not know
Please give reason(s) for your answer
Yes, and it should be categorised so dumping a dead dog or cat is that litter well I would think so. Maybe anything not recognised or not in a safe place should fit the bill

I think the Public is the missing lot here as they have an opinion and passionate also another group children or teenagers from 12 to 16 they are very aware and after all, we are only custodians like the Olympics and will pass it on to the next generation and so on then it will stop this in my day

6. What would encourage increased participation in citizen science data collection?

In the text box below, please indicate if you think there is anything that could increase participation in citizen science data collection.
ownership seeing what there bit actually does and encourges others to come in personally should be part of the corriculem as kids are streewise and know and care already. Why we do not have enviromental kid wardens in Place easy no brainer and can make a difference. We should not be guiding them but they should be guiding us after all its there's and us making a mess

8. Please provide examples of flexible or innovative interventions that have or have not worked well in the past.

In the text box below, please indicate any examples of flexible or innovative interventions that have been used to tackle litter and whether they have or have not worked well in the past
Fly Tipping we keep getting this wrong and members of the public do not know who's the responsibility it is so that should be tacked. I think you need the carrot and stick approach all this goody goody stuff is forgot as soon as they go back to office actions and performance should be done and required at each meeting

9. How can increased collaboration and information sharing across local authorities, national parks and other duty bodies be achieved?

In the text box below, please indicate if you think there are any ways to increase collaboration and information sharing across these stakeholders.
no, I do not believe it can or will be effective remember they will already have their own and think they are the best. Get buy-in from them all and each to have the same priority for collaboration and a national board of how many meeting what are the outcomes etc.

i do not think that is needed and all can be put on a good effective website where everyone not only has buy-in but is encouraged to share copy to achieve the same win-win

11. What advice, information and support should be included in a national litter hub?

In the text box below, please indicate which topics, if any, you think need to be included in a national litter hub.
What is expected in this area?
What other areas are doing
What can they copy and do maybe even better and what was the outcome
all should be easy and to work with other partners whom or should have responsibility like scot rail etc.

12. What topics should be included in a community focused litter education programme?

In the text box below, please indicate if there are any topics you think should be included in a community focused litter education programme.
environmental what the world needs to do
same but what does the UK need to do
what do we have to do which all is upside-down pyramid and should be shown

some of these are very what we would call Mars Bar court initiative not very big
Penalties need to be increased and fines to make it hurt if it does not it pays to keep doing it and if the criminals dump over £2000 worth of tyres and only get a £50 fine that is no deterrent and they will gladly pay. Give them full actual cost, not just the amount to clean up but investigation time by officers and admin that will then be well over what the dumped great deterrent.

Yes, I do but must have some teeth on it as it needs to bite at the moment it is a set of false teeth. All these small vans dumping staff then investigation time and effort should be passed on. The review must be similar for performance indicators and the Red/Amber/Green lights so we see what is getting down and where and even bring an element of competition for each area. The review must have tangible and achievable enforcement practices and not be left to one body all involved should have a say

I do not want to insult anyone intelligence but assume everyone would know it is money. I say that as Fly tipping has increased massivly and this is connete dto the charges that have been brought in.
Some tipping companies should have certificates from SEPA mainly the big skip comanies who never have one that they show to the owner but I was under the understanding the wner is responsible for her stff getting tipped but do the enviromental skips complanie have the right amount. This needs investgated as all things do.

yes as it is confusing and is different from region to region it must be funny but get to the point and must have a feeling so younstars laugh and getinvolved like Jack and Victor. Sp must be momrable. More compettions and lectures in schools with a dedicated team doing that if you catch them at the start and have a programme or even be involved in the Duke of Edinburgh award scheme would make a difference.

17. Which topics should be a priority to address by behaviour change interventions?

Dumping
doing you bit for the enviroment both school and at home
get a fun person or cartoom of their own to represent the envirment with catchy name like
Mr & Mrs Green or Mr & Mrs Cleanmamuckup or Mr Smogoff I feel another competition

Yes the actual wording Fly Tipping does not sound serious and that it is ok SLY like a fox the wording needs to be effective catchy and no room for gussing. The word should mean something and should come from them Fly tipping been used for decades time to move on.
No Tipping
Sly Tipping
Bad Tipping
etc
I think you need a memorable logo like a wolf head siloette eyes which will go with Sly tipping

Please give reason(s) for your answer.
In my previous role as call centre manager and was responsible for the Fly tipping Line however Public was totally confused the councils would try and pass the calls to us we had a script but had lots of issues as there was only a bit of a change you need a proper System and fast.
My staff was one job of many we would also do live transfer to the Police whom often did not know that they should take it although it was a criminal offence. Proper ownership as Public was completely confused and still is and the figures are only used for reporting purposes what a waste

But again are they all singing from the same hymn sheet what are they used for and have they been created correctly or just numbers again what are they for. I was told we were collating figures and nobody was looking at the waste of time money and manpower all should be reviewed every 3 years at least to make them worthwhile and value for money and we were getting something out so we could target the problem area and problem companies and concentrate n them till they complied.

well, out of date carried out by another Agency which has their own priorities trying to say Dump Dumpers is hard and what does it means about 10 years old and well past the sell-by date.
You should say it as it is
Illegal Dumping/Tipping
we all now use apps so we can get our own app down which public use easy to do and reported straight away future proof and cheep
What are the barriers to reporting flytipping incidents that occur on private land?
lack of information usually from farmers who assume it is the public that has to clean it up and are shocked when they find out it is there's this is just one area where the Public and firms have no clue and should be encouraged to know more. The Poice do Prevention get them to add it on to their officers
They're going to be hit with a big bill (and they are correct
Encourage spy cames or jungle cams as the law states with signage which I completely disagree with
Who would you report flytipping to?
one line I web I phone number which is not confusing and only put things on needed not what we think as a customer do they know it exists now read it and you will be told it is boring and meaningless and confusing.

sorry I feel silo mentality here again think out the box if you create one unit they will all share that and will have joined intelligence. They can stay with whom they signed up for but second officers from all stakeholders and give the stakeholders money to recruit in their absence then you will not need all this sharing and encourage itRedacted text think ahead move barriers.

24. How can we support and encourage sharing of data and joining up of services between local authorities, the waste sector, SEPA and other organisations?

In the text box below, please outline how we can support and encourage information sharing and joining up of services.
Create and Brand I new unit with more powers and not afraid to tackle problem farmers etc and increase their powers and give them the tools and techniques to do the job plus proper backup but again seconded a policeman who will have the full law behind them as a breach of the peace as officers get verbally abused. ALWAYS PROSECUTE.

Personal experience on the phones in SEPas I was the Manager all they were a problem and it was not their fault they did not know and were genuine.
We should have green officers who should be friendly and do a combination of in house courses and run them for farmers and companies and councils this happens to and visit properties to consult what is best again this all should be on one Enviro line
