Changing the culture: other countries have a culture where its not seen as acceptable to litter and if there is, then its not only for the Council responsibility to do something but importantly its for the citzens to do something ie pick it up. We simply don't have that on the whole. How you change the culture is the words that are used , the role models and air time they get and making real change from bottom to top.
So educate the bin men to the top management in Councils on this. Give real life examples of the impact and what people are doing about it. Put alot of effort into
Give people the equipment and processes to make the change. There is little point focusing attention on litter picking if there isn't the capacity in the street bins to cope. Street bins shouldnt overflow , if they do ask why and make sure it doesnt happen again. One way is to double the street bins, so instead of one street bin have two side by side. Give them names e.g. A and B or First and Second , to help citzens fill the first before the second. The second is the overflow essentially. If it needs empting then so be it but if not just empty the first one.
Give out low cost litter pickers for example, compare the cost for a council litter picker and one bought online and you'll see it being alot more. Give them out widely.
Start young: get school kids out litter picking.

The bin men actually litter alot of the time when they are emptying the wheelie bins. So the people paid to collect the litter can sometimes be the ones responsible for the mess. The good news is the Councils have these people on their books, they can then educate them on why this shouldnt happen and the impact it has on people living in the street. At the moment you can't ask the council for a poster on dog waste for example. Even though these posters do help with dog walkers behavioiur the Councils don't have them on hand to send out to people. Think about why that is and how that can be changed.
Each Council doesnt have to come up with its own education videos for staff or posters on dog poo, its the same issue throughout the UK.

Fixed penalities for fly tipping needs to be more. But the most importnat part is actually carrying the enforecment out. I suspect very few are taken all the way. That needs to change.

Enforcement dept needs to be beefed up. Results driven. Use CCTV where possible. Even the motion detector cameras that are used for wildlife can be used if they have a large enough storage area.
