I think welfare benefits and state pensions should be linked to inflation.
Ref table 1 in the paper, I think minimum income guarantee and UBI MUDST be trialled and if successful rolled out across the country.

Shopping vouchers, please bear in mind not everyone has access to large supermarkets. Some villages have no local shop and some have only a small independent shop which are usually more expensive than large supermarkets and therefore users will have a more limited choice and get less for their vouchers.
