1. For Paper 2: Draft Licensing order - please state your issues and how to resolve them:

Licensing is a bad idea for areas which rely so heavily on the tourism industry (such as Argyll & Bute), and where there is not a problem with the presence/number of holiday rentals.
Licensing makes sense in city areas where there are issues (such as Edinburgh) - but out here it will just scare off a large number of owners who have become increasingly tired of the growing number of rules and legislation they have to comply with.
You risk killing off a huge number of small businesses - by all means make it compulsory to register, but introducing fees for this and putting a question mark over whether owners will be allowed to continue with their business risks our tourism industry.
In addition, some owners use their holiday home (having paid a large sum in second home tax) as a savings pot for retirement, as the government pension cannot be relied upon. This new scheme and associated fees seem now to be punishing this, instead of encouraging people to be self sufficient.
