I would reverse them, to make addressing the context in which this happens the key priority.

In some ways supporting identified victims is easier and less controversial, and, assuming the order of Action Areas is an order of priority, I would reverse them.

I welcome the recognition of identifying and disrupting perpetrators. As part of that you should include those who create the demand, by buying the labour of trafficked people (including prostituted women) and consider adopting models which criminalise the buyers of sex.
