Tighter regulations on the sale and personal use of fireworks is sorely needed. As well as designated areas for fireworks only. No domestic property should be allowed to set of fireworks, it causes unnecessary distress to people with health conditions and animals.

Police, emergency services and local authority don't have the resources to monitor the fair use.
A website should be created where members of the public can submit videos of those flaunting the rules / dates / times of fireworks with a view to them being admonished or fined. This would also be on their record for future license applications.
