It needs to be proportionate if community groups are to make use of it.
It should be enough to make sure that it would have to be an organised, funded event and too much for an individual. Perhaps in the region of £75.

I think it is essential that a course is completed. There would have to be some sort of identification/ face to face element to ensure the person taking the test is the one who will actually be operating the fireworks.

LA’s already operate a number of licensing activities and have enforcement officers. Fund this existing framework to extend to fireworks.

I think events need to be licensed too.
No individual member of the public should be able to buy fireworks for a private event. All events should be notified to the local authority and permission given, which would include the date/time/location/safety being assessed by an officer.
