By asking landlords to comply or provide evidence it makes it clear what their obligations are. Not always obvious for private landlords.

The majority of landlords will be renewing their application sobless work required. A sensible online system should be in place.

7. Do you think it is reasonable for local authorities to charge a lower additional fee, in cases where the maximum set fee exceeds the costs of the work undertaken to prompt a landlord to make an application?

Online application should be across Scotland not council specific as same info regardless.

9. What are your views on including an amount in the application fee to cover the operating costs of the on-line registration service?

There has always been an onlone registration system and it is much cheaper than using people (or should be!) If an increase requested now clear information should be given on how much the system costs to operate versus how much revenue is received in application fees.

10. Do you think that a local authority should receive an application fee when they carry out a fit and proper person test on a joint owner?

Comments:
Again system should be country wide with same rules everywhere. Same principle should apply to HMO licensing which is a shambles with different rules for different areas at the moment. What is the point if that? Consistency should be applied and costs could be saved on shared reasources/websites, etc.

12. Do you think that landlords should receive a 100% discount on the application fee for a letting agent who has applied to be registered with the Scottish Government?

Comments:
Landlords can change agent or choose. Agents should not have to pay any fees to landlord registration on top of the fee to the Scottish government, Edinburgh council didn’t know whether we should renew our agent registration as late as February 2018, still waiting for clarification on this. Clearly no need(!)

13. What are your views on charging a fee for specific changes in circumstance to an existing registration?

A good online system would enable users to self edit and not result in additional cost. Sounds like an unnecessary fee,

14. What are your views on offering incentives to landlords and agents to apply for registration and/or improve their practice?

Comments:
Clear Scotland wide guidance in a single website or organisation is required not incentives.
