The African and Caribbean community do not have a geographical location as this New Scots population is scattered across different local authorities areas and they contribute to those local areas they live in. But the people have very strong cultural identity. Having a statutory body with specific powers to collaborate with local authorities to increase the population's participation in the local and national democratic processes.
