If a Trustee's name has been removed I think it would be helpful for other charities to know that should that Trustee express an interest in them.
It is important that charities have a robust recruitment policy for Trustees as it forms part of good governance.

If someone wants to become a Trustee and have responsibility for governing an organisation this requires a level of personal confidence and the ability to represent that organisation, its puzzling why they would be reluctant to have basic details on a register.
The register could be developed in future and used as a way of organisations attracting Trustees ( which can be very challenging) e.g. before registering the Trustee could be asked " are you willing to consider being contacted by other organisations - yes/no?"

My answer is no, simply because I don't feel I have enough knowledge to give an informed response. That said, I feel that aspects of the criteria relating to employed senior management should be dealt with at individual organisation level but of course would need to be reflected in the employment policy e.g. if the manager of a small local charity became bankrupt, they would lose their job? It seems counter productive?

I think yes to Q10 as it is important for ensuring good governance and should be seen by Trustees as a supportive measure from OSCR.
I think no to Q12 only because its not clear what "a enforcement action would be taken against the charity or trustees" would be - an example of this would have been helpful?
Also some things might be easier applied in theory than in practice e.g. directing a charity to appoint more Trustees? The charity may well be willing but simply unable to do so - what then?
This may be where the register could have additional benefits. Perhaps other Trustees who have indicated willingness could be approached?

For the reasons I gave previously. Very often public funds and there should be more transparency about how they are being used.

I think OSCRs decision making needs to be evidenced based and having this kind of information is important to making decisions and taking action - or not as the case may be.
