Unnecessary and highly divisive. Fishing communities are increasingly fragile due to spatial squeeze and bureaucratic pressures that compound year by year. The only way HPMAs would be acceptable is if they were concomitant with wind farm spaces.

tHERE IS A TOTAL DISCONNECT BETWEEN TOWN AND COUNTRYSIDE ON THIS PROPOSAL. Communities will be destroyed if fishing is banned in inshore waters. People feel very strongly about this to yhe point of militancy.
