Registration services: Fees review
Context and background
The Registrar General for Scotland intends to revise the fees set out in the Registration Services (Fees, etc.) (Scotland) Regulations 2006 (“the Regulations”). The last substantial revision of the Regulations took place in 2010. As a result, neither the Registrar General nor district registrars currently recover the full cost of the services they provide. Without a review, there is a risk that services could deteriorate due to insufficient funding.
Scottish Ministers have agreed in principle that fees should change. Our proposed fees are based on detailed mapping and robust costing of services. This consultation seeks views on these proposals. Responses will inform secondary legislation to be laid before the Scottish Parliament.
Since the modern registrations framework was introduced in 1965, the Registrar General has had the power to set the Registration service fees, with the approval of the Scottish Ministers.
Our proposed fee changes align with the Scottish Public Finance Manual principles on cost recovery and aligns with the Scottish Government's Public Service Reform Strategy.
