We sought views on updates to the International Territorial Level boundaires for Scotland. The International Territorial Levels (ITLs) are geographic boundaries used in the production of statistics in the United Kingdom.

You said

The consultation received 21 responses. 11 responses were received from organisations, and 10 from individuals. Overall the proposals received support, although we received a small number of objections in relation to how the islands of Arran and Cumbrae should be grouped.

We did

We published recommendation to the Office for National Statistics based on the responses we received. These recommendations were implemented by the Office for National Statistics.

The consultation analysis report was published on 11 December 2024, making recommendations to the Office for National Statistics (ONS). The Office for National Statistics published finalised ITL boundaries for the UK in January 2025.

Overview

The International Territorial Levels (ITLs) are geographic boundaries used in the production of statistics in the United Kingdom. They were created by the Office for National Statistics (ONS) to produce regional statistics within the UK, and to allow international comparisons.

The Office for National Statistics are currently reviewing existing ITL boundaries. The purpose of this consultation is to seek user feedback on proposed changes to the Scottish ITL2 and ITL3 regions.

Once this consultation has concluded and new ITL boundaries are agreed with Office for National Statistics, the new geography will be implemented from 1 January 2025.

What happens next

Feedback provided by this consultation will be used to determine a final proposal for changes to the ITL geographies. Once these new ITL boundaries are agreed with the Office for National Statistics, the new geography will be implemented from 1 January 2025.
