The MUP does not work, if these people you are trying to protect want alcohol they can get it by cutting down on spending some where else. The costs of this should be given to the local NHS to provide assistance to those people. If these unfortunate people cannot to admit they have a problem then not a lot can be done and MUP will not help one bit.
