These powers allow flexiblility and speed of change, where required. It is important, in this time of financial challenge, that reduction of burdens where there is a financial cost; an administrative inconvenience; an obstacle to best practice; or efficiency, or productivity can be removed or reduced. It is noted that this power could be applied in relation to burdens which Councils face and that powers are subject to strict controls, offering reassurance about their proportionate deployment.
