Children can't get past and have to go on road. Can't get past with buggy etc having to go on road. Footpaths are for pedestrians, roads are for motor vehicles and cycles, there should never be any doubt about that.

Residential - constant.

Laziness, selfishness, inconsiderate, self centred, lack of concern for others, because it is 'aye been' what folk do without proper action from Government to legislate against.

There is already the law against driving on a pavement, Section 129 of Roads Scotland Act (and indeed cycling on pavement), which can be used by police. Fixed Penalty Tickets available for both - it's just not enforced as police are mostly unaware. How does a car get to where it is after all if it wasn't driven there, they don't fall from the sky.

No.

Safety is safety - if you're going to take it seriously, you must be uniform in action. This is what is wrong with this country, exemptions made to appease the majority.

That's something for you to decide but perhaps having a single, centralised management of regional and local officers.

Would allow police to deal with real priorities.

None, shouldn't be a police issue. There's not enough police to deal with this as well, that is why you have a problem. You got rid of traffic wardens who could deal with issue.

Again if safety is a concern, there should be no exemptions. Why should children, elderly, disabled be put in danger on some streets and not others. How would you decide where is to be safe and where not??
