Although the strategic priorities are well expressed, there has to be a continuing focus on localism. The policing needs of rural Scotland can be markedly different from urban Scotland. Although localism is mentioned, it doesn't have the same prominence as it once had.

Positive that human rights agenda is mentioned, along with a focus on partnership. Concern around a one-size-fits-all approach.

Accountability should be expressed through the existing structure of Police Scotland, with operational indicators feeding the wider strategic objectives. However, there is also a place for self-assessment and peer review from stakeholders (like community justice partnerships).
