This is so confusing. People shouldn't be parking on pavements at all. Keep it simple.
The amount of times we have had to push our buggy in the road is absolutely scandalous. We're either having to put our daughter in danger because of lazy parking, or we don't walk. Sort it out.

Why are people allowed to park on a pavement? Ever. It makes it impossible for disabled, buggies, kids on bikes. This is ridiculous. Don't park on pavements!

I know this is trying to be a positive thing but it's absolutely ridiculous. There are rumours of a 20 minute delivery exemption. This would be disastrous. More accurately it would continue to be a the disaster it is. We live on a road where people block the path for just '2 minutes' for a delivery. Problem is, when you've got vans going up on the path all day those '2 minutes' mean it's blocked the entire day.
Residents should not be parking on the path. Ever. If you need to put in disabled bays on the road then fine. Other people are more than capable of walking around the corner if they need to.
This is such a good opportunity to change the way people see pavements-the essential life line people need. Protect them at all costs and let pavements be for people, not cars.
