Local councils need the support to deliver the service to the community. There has go be a clear code of practice, targets and consequences. Everyone knows what is expected of them and achievements are acknowledged. Any area that requires more support to achieve the targets should be highlighted and steps to achieve given. Simple actions so targets can be achieved. Easy changes to lifelong habits to benefit everyone.
