Significant investment in Local Authority will be required in order to modernise their infrastructure in order to meet the Code of practice. Without modernisation it is difficult to see how our LA could meet the aims of the Strategy.

Robust monitoring may be challenging. The sector is often led by small not for profit groups and it should not be too much of a burden on them. Neither should it take up too much time for other sectors. Whatever system is developed needs to be simple to use and efficient. There is also a concern that too many policies are introduced in a short period of time. It could be difficult to manage and implement in the time allowed.

Our islands will need significant investment in infrastructure. The assessment should ensure that they cover the needs of remote island communities as well as better connected larger islands. Transportation costs are significant and with ageing ferry fleets, they are not currently carbon efficient.
Part B: Strategic Environmental Assessment
14 . What are your views on the predicted environmental effects of the draft Circular Economy and Waste Route Map as set out in the environmental report? Please give details of any additional relevant sources.

Environmental outcomes should have a positive effect on the whole. Maybe impacts from the development of infrastructure but this should be more than offset by the positive impact of the Strategy overall.
16 . What are your views on the approach to mitigation, enhancement and monitoring of the environmental effects set out in the environmental report?

Any developments to support CE activities may have a negative impact through the construction process. These should be mitigated by undertaking positive environmental projects, such as establishing new woodland etc.
