People in their 70s and above with only a state pension and have lived in their family home all their lives and maintained it to their best financially and can not afford to change their heating as they are now using their savings to pay hight rates and are of an age that they can't get a loan. They are not in a state to sell or move due to their advancing years . This is another burden placed on them you may be looking after the future generation but how about the present elderly that are going to be neglected
