A new Household Recycling Code of Practice

Closes 21 Jan 2027

Core Materials

The proposed Code of Practice aims to ensure that all households across Scotland can recycle the same core materials, regardless of where they live. Greater consistency in the materials accepted for recycling was identified during the co-design process as a key way to improve public understanding, simplify communications and reduce contamination.

The Code proposes that all local authorities collect paper and card, plastics (including plastic film), metals, glass and food waste (where not exempt). It also recommends the collection of food and drink cartons, which are already collected by 31 of Scotland's 32 local authorities. Local authorities would retain the flexibility to collect additional materials where these deliver environmental or local benefits.

For more information, please see the Core Materials chapter of the consultation document. This includes a table of materials advised to be accepted and not accepted for collection.

1. Do you agree with the proposals for core materials and the materials advised to be accepted and not accepted for collection?
2. What are the reasons for this view?
