A new Household Recycling Code of Practice

Closes 21 Jan 2027

Organics (Garden Waste)

Garden waste collections play an important role in increasing recycling rates, although stakeholders expressed differing views on how services should be funded and delivered. The Code recognises that local authorities currently operate a range of collection models, including both free and subscription-based services.

The proposed Code recommends that local authorities provide garden waste collections for households with private outdoor space, while retaining flexibility over whether these services are provided free of charge or on a subscription basis. The Code would also encourage local authorities to provide information about home composting and community composting opportunities.

For more information, please see the Food and Garden Waste section of the consultation document.
