It should also include terms to describe the smallest areas of trees e.g. copses, coppices, groves, etc If the strategy is serious in integrating trees into other land uses such as agriculture, e.g. wood pasture, agroforestry etc, and urban areas e.g. parks, streets etc then it is more appropriate to consider tree cover at the smallest scale.
Sustainable management should be defined more clearly. Is a short-rotation, monoculture (Sitka), clear-fell system really sustainable? Many would say no. Specific reference should be made to best practice approaches to silviculture and forest design including Continuous Cover Forstry (CCF) and mixed species silviculture.
No mention of forests as a potential home with reference to recent initiatives to create forest crofts and acknowledging the increasing interest in hutting.
The focus should be to create a more diverse commercial forestry industry (moving away from Sitka) - focus research and trials on other species and work with processors (e.g. paper mills and fibreboards producers) to develop new lines using alternative feedstock including not only other conifers but also productive native species such as aspen. This needs government intervention to enable. Examples should be considered elsewhere (e.g. Estonian paper industry uses aspen for finer quality paper)

There should be a presumption against restocking where planting has been undertaken on a wetland/peatland/bog. The priority should be to restore the original habitat for climate change, biodiversity and water management objectives.
Development of more niche markets through innovation should help stimulate a greater diversity of supply and therefore a more diverse forest.
There should be a focus on local tree supply and a presumption against imports to minimise disease risk.
