All the actions will strengthen likelihood of achieving the goals but all are in need of appropriate individualised risk assessment and risk management.
Current criminal justice training is good but too generic and there is a need for a comprehensive national body which will offer specialist individual risk assessment and risk management plans for the complex individuals with substance use and mental health needs (i.e. many of the CJ clients) to allow community justice to be delivered safely.
To achieve the goal of diversion and early intervention, the National Strategy should also include the development of a National Forensic Psychology Service for Scotland (similar to that offered in Northern Ireland) - offering direct assessment for complex cases, consultancy for Criminal justice social work as needed and guidance on general policies, review of specific bail, diversion and intervention schemes .

I very much appreciate the flexibility and innovative care and intervention that can be offered by third sector services but am unsure if this is a good strategic choice unless the funding is consistent and fair and similar services are offered nationally, even if by different organisations.
I see this as an opportunity to be creative and support organisations but there is a need for ongoing support and clear review of services to ensure that excellent local groups can deliver local services to the national standards.
