I strongly oppose the proposal.
I don't accept the premise "It is necessary to reduce the prison population in a way which is sustainable and feasible within a short period of time."
Criminal justice is not providing "justice" to victims of crime generally, and particularly victims of serious crime - victims of the long-term prisoners it is proposed to release early.
My impression is that the public generally feels sentences are too lenient in any case, without early release.

Prisoners should not be released early.
The early release schemes are proven failures and the public is exposed to known repeat offenders.
Sentencing should be much more deterrent than it is. For those it fails to deter, they should know that they will serve every last day of their already-lenient sentence.

3. Please share any views you have on the specific proposal to release most long-term prisoners on non-parole licence following two thirds of their sentence.

Why would we give convicted offenders a free pass? Offenders released under any enhanced early-release scheme should be subject to stricter-than-normal licence terms.
The scales of justice are heavily weighted in favour of offenders.

Operational impacts on whom?
It seems clear that the SG and/or the Prison Service has failed, over a long period, to provide infrastructure & trained staff sufficient for the needs of the country and the safety of the public.
IF there is over-crowding in prisons, the solution is to publicise that widely, as a deterrent, not as a hand-wringing exercise.
