Method of target setting for new non-domestic buildings

18. Do you agree with the proposal to allow the building target rates to fluctuate based only on the location, building type, activity types, heat source and orientation of the new building?
19. Do you agree with the proposal to present the target rates for new non-domestic buildings within a target range table, replacing the notional building specification currently shown in Table 6.1 in the Technical Handbook?
