On commercial recovery dangerous goods should be considered and also removal and disposal of spilled goods and environmental clean up of accident area.

On the new proposed Matrix Table Category 5 Any other unladen vehicle off road, which is upright and is not significantly damaged & 6 Any other laden vehicle off road, which is upright and is not significantly damaged. On many occasions an undamaged vehicle off road required significantly more skill, equipment and time to carry out the recovery procedure. Therefore some extra charges may be required for use of specialist equipment or extra time or labour used in these particular jobs.
7. If you do not think it practical to identify satisfactorily all the broad scenarios that might be encountered, would you prefer that no charge were prescribed or that there should be a charge “for all other cases”?

There certainly will be a wide range of broad scenarios take place. Each recovery job presents a different challenge whether it be geographical, health and safety issues, professional expertise required or specialist equipment needed.

Do you think the prescribed charges should take into account the fees recovery operators pay to belong to management schemes, or charges that are not paid, or any special requirements made of operators by the police? Are there other factors to consider, and if so how do you feel they should be reflected in charges?

Recovery operators are aware of the factors and requirements made of them and should consider this before entering into any contract.

Consequences could be the collapse of the police recovery scheme being one. Due to the uneconomical pricing structure being introduced making it unviable for qualified professional recovery operators to function.

An increase of 32.5% to all categories of Matrix Table and a rethink of Category 3 on current Matrix table (Vehicle excluding a two wheeled vehicle, on road but either not upright or substantially damaged or both).
