I think that appropriate COSLA representation would be covered where they are also public transport operators. If they don't fulfil this or other roles, then what value are the actually bringing.

Yes but perhaps have sidebar/special interest groups, rather than increasing the overall size of the NSTAB. If the group becomes too large then it is more difficult to make decisions.

Consider having these meetings facilitated & moderated by unbiased, third parties who will not directly benefit from any of the decisions made here. Ask the revenue generating members to contribute to their remuneration. Do not select any consultancies or firms/bodies involved in transport or the infrastructure.
