Social Care: Independent Review of Inspection, Scrutiny and Regulation in Scotland - call for evidence

For your views on Scotland’s current inspection, scrutiny and regulatory systems for social care support to inform the recommendations of the Independent Review of Inspection, Scrutiny and Regulation (IRISR). The IRISR was chaired by Dame Sue Bruce with Mr Stuart Currie as Vice Chair.

A stakeholder engagement programme for the IRISR took place between October 2022 and January 2023. This consisted of two main elements: a call for evidence and a series of engagement events. Twenty engagement events (both online and in- person) were held across Scotland. Both elements of the programme asked questions across five key themes:

  • Theme 1: A person-centred approach.
  • Theme 2: What needs to be inspected, scrutinised, and regulated?
  • Theme 3: How should inspection, scrutiny, and regulation be carried out?
  • Theme 4: How will we know systems are working?
  • Theme 5: How will systems of inspection, scrutiny, and regulation support the workforce?

The consultation closed on 13 January 2023. A wide range of people participated including providers of social care support, representative bodies, regulators, local authorities, advocacy organisations, individuals, and others. 100 responses were received to the call for evidence, 60 were from organisations and 40 from individuals. 149 people attended the in-person and online events.

The IRISR heard that there is a gap between the intention of inspection, scrutiny and regulatory processes and what is often experienced by those who use and work in social care support and linked services. People told us that inspection, scrutiny and regulation should be extended to include areas that are not part of the current arrangements. The IRISR also heard that there should be a greater emphasis on people over processes, continuous improvement, valuing the workforce and collaboration.

The responses to this consultation have informed the IRISR report and recommendations by Dame Sue Bruce, published on 27 September 2023. This is accompanied by an independent analysis of the consultation by Why Research, IRISR Call for Evidence Analysis Report.

Overview

The Independent Review of Inspection, Scrutiny and Regulation (IRISR) was announced on 23rd September. The IRISR will make recommendations to ensure that social care support services are the best that they can be for those that use them and work within them. IRISR will ensure a human rights and person-centred approach is central to the inspection and regulation of social care and will consider how this can be applied across linked services.

In order to support the Review we are launching a Call for Evidence where you can share your written views on how you think inspection and regulation can ensure social care support services can continually improve now and in the future.

Your views are essential to the success of the IRISR and to ensure we get the widest possible range of views, we will also be hosting a range of in person and virtual engagement events alongside the Call for Evidence.

Why your views matter

Everyone with an interest or whose lives have been impacted by the inspection, scrutiny and regulation of social care support services.  Whether this be by working in the sector, is an organisation of the sector, a person who receives or has received support services or for those caring or who have cared for others who have received support services.

We need as many voices as possible to help inform the Independent Review’s recommendations on how inspection, scrutiny and regulation of social care support can continually improve the delivery of social care support services and improve working within the social care support sector.
